2) Click on the "Sidebars" button on the left hand side of the Toolkit.
3) A list of your sidebars are displayed here. Use the up and down arrows to change the position of your sidebars. The position numbers on the far left show which order your sidebars will be displayed in. If a sidebar is set to unpublished then its position is skipped.
