The short answer is you can't, but there is a very good reason for this.
The Toolkit broadcast system provides sophisticated reports on your emails, how many were delivered, how many were opened an also detailed statistics of all the links you provide within your emails.
This allows you to see at a glance how many people not only opened your email, but actually clicked on one of your links. So you can see the effectiveness of your mailing and how many people actually downloaded your file (by clicking on a link to the file in your email).
Therefore rather than attach files to your emails that you can't track you should upload the file to your website via the Toolkit and then provide a link to the file within your email.
